Our Journey of Compassion
Founded in 1994 by Michel Herstam and Heather Allen out of their own home in Phoenix, HALO has grown into a vital safety net for thousands of dogs and cats each year. For over 30 years, we have remained committed to providing a nurturing environment where no animal is ever euthanized to make room for others.
Our Care Model
We combine a dedicated shelter facility in North Phoenix with a robust community of foster families to provide comprehensive care. Every animal in our program receives the necessary veterinary support, including vaccinations, spay/neuter surgeries, and personalized love, ensuring they are ready to transition successfully into their new homes.
