Founded in 1994 by Michel Herstam and Heather Allen, HALO began as a grassroots effort in their own homes. Today, we serve as a vital safety net for thousands of dogs and cats each year, working tirelessly to create a better welfare system for animals in our community.
We pride ourselves on providing every animal in our care with the same nurturing love we give to our own pets. Our team ensures that each animal receives the veterinary care they need—including vaccinations, surgeries, and spaying or neutering—to set them and their new families up for lifelong success. We never euthanize an animal to make room for others, choosing instead to focus on providing sanctuary and support.
