Our Mission
HALO, which stands for Helping Animals Live On, is dedicated to making our community a safe place for homeless pets through adoption, sterilization, and pet care education. We strive to provide every animal with the nurturing love they deserve, ensuring they find their perfect forever home.
Our History
Founded in 1994 by Michel Herstam and Heather Allen, HALO began as a small operation out of their Phoenix home. Over the past 30 years, we have grown into a vital safety net for thousands of dogs and cats each year, evolving from a foster-based group into a comprehensive rescue organization.
Our Commitment to Care
We are proud to maintain a policy where we never euthanize an animal to make room for others. Every pet in our care receives complete veterinary support, including vaccinations and spay/neuter surgeries, to set them and their new families up for lifelong success. Our dedicated team works tirelessly to nurture these animals, providing the same love we give to our own pets at home.

10/13 - ❤️🐾 FLINT IS STILL WAITING… AND WE JUST DON'T UNDERSTAND WHY! We've shared Flint's story many times, but we're not giving up on finding this handsome boy his happily ever after! At 2 years old, Flint has been waiting since June of last year and is now one of HALO's longest residents. That's far too long for a young dog with so much life ahead of him! ❤️ Thanks to a recent day foster, we have a wonderful new video showing Flint enjoying some much-deserved time away from the shelter! Our Pit Bull/Shepherd mix is a lovable Energizer Bunny who enjoys walks, jogging when it's cooler, and keeping busy with peanut butter-filled Kongs and puzzle toys. 10/2 - ❤️ Meet Angel & Sir William Edwards (Bill) — a bonded pair worth waiting for Angel and Bill are back at HALO’s Main Shelter after spending time in a loving foster home, and shelter life is a big adjustment for these two gentle souls. At 2 years, 5 months old, Angel and Bill are both naturally shy kitties. So if you meet them at the shelter, you may find them hiding or unsure of themselves. Please don’t let that first impression fool you. Their foster gave us a wonderful glimpse of who they are once they feel safe and learn that they can trust you. 🥹🐱 In their foster home, they began exploring, lounging out in the open and showing off their playful sides. They love soft toys, chasing and wrestling with each other, and Bill even became quite the little chatterbox! He also discovered the joys of watching bird and squirrel videos. 😂 These two have been through everything together and help one another feel safe and brave. Angel & Bill are a bonded pair and must be adopted together. ❤️ Their ideal family will understand that trust may take time. They’ll need a quiet place to settle in, plenty of patience and someone willing to let the relationship develop at their pace. 9/28 - 🎉 47 PETS ADOPTED. 47 LIVES CHANGED. ❤️🐾 We are still in awe of what happened at yesterday’s FALL in Love Adoption Event! 47 HALO pets found their families in ONE DAY! 🏡❤️ And it was all made possible by the incredible generosity of The Husband & Wife Law Team, who covered the adoption fees for every single one of those 47 pets. Seeing animal after animal walk out our doors with a family of their own is why we do what we do—and yesterday was one of those days that filled our hearts in the biggest way. To The Husband & Wife Law Team: THANK YOU for believing in our mission, supporting our animals and helping 47 pets begin their happily ever afters. To our amazing HALO staff and volunteers who worked so hard to make the day run smoothly—this could not have happened without you. ❤️ And a huge thank you to Un Cafecito for keeping everyone caffeinated and to Natural Paws for sending our adopters home with a special wellness spray for their new family members. 47 adoptions. 47 families. 9/23 - Meet Maddi and Zena, a sweet bonded pair of senior girls (14yrs) looking for a loving home to spend their golden years together. These medium-sized best friends adore each other and can often be found playing side by side or relaxing together after a fun day. Zena and Maddi are fully housetrained and have wonderful manners in the home, making them easy companions for a calm and caring family. Because they share such a special bond, Maddi and Zena must be adopted together so they can continue enjoying each other’s companionship. They would also do best as the only dogs in the home, where they can receive all the love, attention, and comfort they deserve. Their compatibility with cats, babies, and toddlers is currently unknown. With patience, understanding, and a cozy place to call their own, these gentle seniors are ready to bring companionship, loyalty, and double the love to their forever home. 9/22 - 🌟 CELEBRITY VIP OF THE WEEK: PACO! 🌟 Make way for the mighty Paco! 👑🐾 This 23-pound, 5 year oldChihuahua mix may be a little shy when you first meet, but give him some time to feel safe and you’ll discover one seriously goofy little guy underneath. Paco recently lost his owner, so life has changed quite a bit for him. ❤️ He’s looking for someone who will give him the patience and love he needs to settle in and let his personality shine. And what a personality it is!
