The Humane Society of Carroll County is dedicated to the compassionate treatment of animals through adoption, population control, education, and protection. Grounded in the Five Freedoms of Animal Welfare, we are committed to building a no-kill future where every pet has the chance to thrive.
Our History
Founded in 1945 by a group of concerned citizens, we have served the Carroll County community for nearly 80 years. In 1977, the County formally tasked us with enforcing animal laws and overseeing animal control operations, a partnership that continues to protect both pets and people today.
How We Help
While our facility in Westminster serves as our hub, we rely on a massive, community-powered network of foster families, donors, and partners to save more than 3,000 animals each year. We utilize modern, life-saving strategies like Trap-Neuter-Return (TNR), in-house veterinary surgical services, and wide-reaching adoption partnerships with PetSmart to ensure every animal receives the care they deserve.
