Animal Harbor - Franklin County Humane Society

Our Mission

At Animal Harbor, we are dedicated to saving lives, promoting animal welfare, and supporting our community. Every day, we strive to provide health care and shelter for companion animals while working toward a future where every pet is valued, protected, and given the chance to thrive.

Our History

Since opening in 2003, we have grown from a modest effort in a former hog auction barn into a cornerstone of humane care for Franklin County. In 2014, we transitioned into our current, purpose-built facility, allowing us to expand our capacity and develop impactful programs that meet the evolving needs of both animals and families.

How We Care

As a private, non-profit 501(c)(3) organization, we operate a limited-admission shelter that focuses on quality care and long-term solutions. We are committed to a no-kill policy and manage our population based on the resources available, ensuring every animal receives the attention they deserve. Our work is powered by the generosity of our community, as we receive no tax dollars or government funding.

The Perfect Match

We believe that adopting a pet is a partnership, and our process is designed to match the right animal with the right family. By taking the time to understand your lifestyle—from your home environment to your daily routine—our staff works hard to ensure a successful, lasting connection. Our mandatory two-week trial foster period is a key step in this process, allowing you and your new companion to grow comfortable together in your own home.

Join Our Mission

Whether you are looking to open your heart to a new pet, volunteer your time, or support us through a donation, you are an essential part of our story. We invite you to meet our adoptable pets online or visit us at our Winchester facility to find your new best friend. Together, we are building a brighter, kinder future for animals in need.

10/13 - Maine and Maryland are two sisters with a bond you can’t break. Maine is the confident, outgoing girl who loves everyone she meets. Maryland is her gentle, shy sister who feels safest with Maine by her side. Before coming to Animal Harbor, they went through a lot together and that’s exactly why they rely on each other now. Maryland even tried an amazing home recently, but without Maine, she couldn’t settle in or relax. The moment they reunited, she was herself again. These girls aren’t just bonded; they truly need each other. Maine gives Maryland courage, and Maryland gives Maine purpose. They’re looking for a kind, patient adopter willing to welcome both sisters into their heart and home. In return, you’ll get double the love, double the loyalty, and the joy of giving two deserving girls the fresh start they’ve been waiting for. #adoptdontshop #animalharbor #adoptme

10/10 - Animals are adorable… but sometimes they’re funky. Wash those hands, friends — especially after handling the stink squad!🤢

10/8 - Six months ago, we hid 800 tiny duck figures around Animal Harbor… and somehow a few survivors are still popping up. If you’ve spotted any of these wandering quackers, please report your findings immediately. They’ve been living rent‑free long enough. 🦆🦆

10/5 - When our volunteers take shelter dogs on walks away from the building, it’s more than just exercise it’s a chance for these dogs to breathe, decompress, and remember what the world feels like outside of kennel walls. Many of our dogs come in stressed, overwhelmed, or unsure of new environments. Stepping off the property helps them relax, explore, and show their true personalities. These walks teach dogs how to handle everyday sights and sounds, build confidence, and practice leash manners. They also give us valuable insight into how each dog behaves outside the shelter information that helps us match them with the right families. Most importantly, these outings remind our dogs that they’re loved, supported, and not alone while they wait for their second chance. A simple walk can change their entire day… and sometimes, their entire future. Stay tuned we’ll be announcing our November and December pack walk dates soon. We’d love to have you join the pack and make a difference for dogs who need it most.#animalharbor #shelterdog #packwalk
