Our Mission
Rescue Outreach is a dedicated, volunteer-run non-profit organization committed to saving the lives of animals by rescuing them from high-kill shelters and providing a nurturing path to their forever homes. Since 2017, we have proudly saved over 2,150 lives and continue to grow our impact every single day.
Our Story
Our journey began in 2017 when we learned of the heartbreaking realities facing shelters in Hazard and Harlan, Kentucky—areas with high euthanasia rates and limited adoption options. Determined to make a difference, we partnered with Starfish Animal Rescue to transport these vulnerable animals to safe environments. What started as a focused effort to save local cats and kittens has evolved into a thriving rescue community that brings new animals into our care every two weeks.
How We Help
We believe every animal deserves a soft place to land. Our organization operates primarily through a network of loving foster homes where our rescues receive the care, rehabilitation, and socialization they need to thrive. Beyond rehoming, we provide essential community services, including microchipping, nail trims, and DIY dog bathing to support pet owners and their fur babies.

Because our animals are cared for in foster homes, we conduct a thoughtful verification process to understand each pet’s unique needs and personality.
